The COVID-19 pandemic dealt some setbacks to reforms of New Jersey’s cash bail system, but judiciary officials say the program weathered the crisis, and continues to perform well.

An annual report of the state’s Criminal Justice Reform program shows that the average time to dispose of criminal cases increased significantly during the pandemic, and arrests of individuals on pretrial release for serious crimes likewise grew in the latest statistics. The jail population grew for the first time since the program started, the report said.
