Gov. Murphy recently signed a new bill, S-721, requiring certain venues to annually prepare and maintain emergency operations plans in coordination with local fire, law enforcement and emergency response agencies. The plans must be filed with municipal emergency management coordinators and chief law enforcement officers who serve the municipalities where the stipulated venues are located.

The bill applies to sports and entertainment facilities that seat more than 5, 000 people, movie theaters that seat more than 1,000 people, and places of worship that seat more than 500 people.
