McGoughran, a family law practitioner since 1988, is the founding partner of the Law Office of Timothy F. McGoughran and currently serves as a municipal court judge in Ocean Township. Before his election, he co-chaired the family law committee of the Monmouth County Bar Association and served as a municipal prosecutor in Ocean Township.
