A formal complaint was filed this week by the Advisory Committee on Judicial Conduct against an Elizabeth Municipal Court judge, alleging that he inappropriately touched three female employees of the Rahway Municipal Court, among other claims involving social media.
At the Union County Municipal Court Judge's Association holiday party on Dec. 14, Elizabeth Municipal Judge Richard Obuch allegedly became intoxicated within 45 minutes of arriving at the gathering and then inappropriately touched the female Rahway Municipal Court employees, according to the complaint. In count one, the complaint alleged that Obuch also allegedly made inappropriate, sexually suggestive remarks to the women.
