Philip A. Norcross, a shareholder with Parker McCay, said he does not deny, for purposes of his motion, the conduct underlying the charges that the New Jersey attorney general recently filed against him, but argued that his actions did not constitute a crime.

In a motion to dismiss was filed this week by Kevin H. Marino of Marino, Tortorella & Boyle, Norcross, who was recently indicted along with six other members of what prosecutors termed "The Norcross Enterprise," did not deny his role in obtaining property rights and working to shape legislation in connection with a southern New Jersey redevelopment project. Instead, he argued that those charges were based on routine legal work.
