A New Jersey judge has granted preliminary approval of a $1.9 million settlement in a class suit claiming a municipality's vacant and abandoned property registration program violates the state's constitution.
The approval by Gloucester County Superior Court Judge Benjamin Morgan ends a suit claiming that fees imposed by Franklin Township and Gloucester County were an unlawful revenue-raising measure and that amounts paid by property owners far exceeded costs of the registration program.
