Citing the Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 to -13, Thomas Wilson, the chairman of the New Jersey Republican State Committee, requested, inter alia, copies of all e-mail communications between the governor and Carla Katz addressing official state business. He submitted the request soon after the governor announced a new collective negotiations agreement governing state employee members of the Communications Workers of America (CWA). Katz, the president of the largest CWA local, had a close personal relationship with the governor that ended before his inauguration. They remained friends, however.
