This action, which involves a dispute over insurance coverage, began in state court. Plaintiff served a copy of a summons and complaint on the N.J. commissioner of the Department of Banking and Insurance, as permitted by N.J.S.A. 17:32-2(c). The commissioner mailed the summons and complaint to defendant Twin City Fire Insurance Company. Thirty-five days after the commissioner was served, but 29 days after the commissioner mailed the initial pleadings to defendants, they filed a notice of removal.
