John A. Bart submitted to the Passaic County Public Housing Agency a request under the Open Public Records Act, N.J.S.A. 47:1A-1 to -13, for government records. He sought “all Agency signs currently posted, or that have been posted since July 7, 2009, in conformance with N.J.S.A. 47:1A-5(j).” In response, the secretary for the agency’s custodian of records sent him a number of documents.
