This case arises out of consolidated actions brought by the United States and New Jersey pursuant to § 107(a) of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), 42 U.S.C. § 9607(a), to recover costs incurred at the Helen Kramer Landfill, a major Superfund site at which the federal government and the state incurred substantial remediation costs.
