A $24 million makeover is in progress for the upper stories of the old Essex County Jail (shown below), which will become the Newark headquarters of the Appellate Division as early as December. Areas that formerly housed prisoners’ cells and solitary confinement tanks have been stripped to their floorings to make way for offices for about 14 judges and their secretaries and clerks. The renovation will allow the consolidation of Appellate Division chambers now dispersed among several northern New Jersey towns. The judges will hear arguments in the county courthouse next door to the jail building.
