Loren Lilly (a fictitious name) is the mother of four children. Only one, Terry, is the subject of this appeal. In 2001, the police responded to a report that Loren had hit her then-12-year-old daughter, Lois, with a frying pan. Loren was arrested and the New Jersey Division of Youth and Family Services placed Terry with Loren’s sister, Judy.
