A federal judge approved a $1.3 million settlement between a Morris County municipality and a man who claimed a mishandled 9-1-1 call left his wife brain damaged and incompetent.

Parsippany-Troy Hills agreed to settle after U.S. District Judge Joseph Greenaway Jr. in Newark ruled last June that Arturo Valles’ negligence claims on behalf of his wife Silvia could go forward, while dismissing civil rights and per quod claims in Valles v. Township of Parsippany-Troy Hills .
