Dr. Arthur Rothman is a physician licensed to practice medicine and surgery in New Jersey. Through his professional corporation, Rothman performs electrodiagnostic studies, including needle electromyography (EMG) and nerve conduction velocity (NCV) tests. As a patient’s (D.R.) subrogee, Rothman submitted a claim to Selective Insurance Company of America pursuant to the Selective policy and the statute governing payment of personal injury protection (PIP) benefits.
