When the sale of alcoholic beverages is to take place on state property, authorization is obtained by way of a special concessionaire permit (SCP) issued by the director of the Division of Alcoholic Beverage Control. Obtaining a permit requires that (1) the state or its political subdivision has entered into a contract with the applicant authorizing the sale of alcoholic beverages on the property; (2) the property on which the sale will take place is state property; and (3) the applicant is fit to serve alcoholic beverages.
