A year after an attempt to revise New Jersey’s eminent domain laws fell short, a compromise measure is gaining traction in the state Senate.

The bill, S-1451, approved by the Urban and Community Affairs Committee on Oct. 7, would grant property owners greater rights in condemnation cases by redefining “blight” and by enhancing notice requirements. It also would give owners of properties targeted for condemnation for redevelopment a larger role in the appraisal process.
