Lawmakers on Monday gave final legislative approval to a bill that would abolish the state Council on Affordable Housing and eliminate the current 2.5 percent tax on commercial development that helps pay for affordable housing.

The measure, S-1, passed the Senate on a vote of 21-16, with Republicans opposing it because it would establish quotas for low and moderate-cost housing. The bill was also passed by the Assembly by a vote of  45-32, also along party lines.
