Plaintiff Paul Porreca, a resident and taxpayer of defendant Millville, contacted city officials about perceived violations in their management of the tax abatement program. A year later, he filed a motion seeking an order permitting him to file suit against the city. The court deemed the complaint attached to his motion filed as a prerogative writs action.
