Plaintiffs owned and resided in a two-story, multiunit dwelling located in Freehold, which they operated as a licensed rooming house. On Feb. 26, 2004, a Superior Court judge issued a no-knock search warrant for the property and an adjoining property. The search warrant was issued based on an affidavit submitted by defendant Patrolman Otlowski of the Freehold Borough Police Department. The affidavit had been reviewed by an assistant prosecutor, and detailed information from reliable confidential informants, other law enforcement officials and from Otlowski’s own investigation into the two target residences regarding controlled dangerous substance (CDS) activity.
