In 1999, defendant Jamiyl Dock was convicted of the murder of Lamont Stewart and the shooting of Maurice Allen. The state did not call Allen as a witness, putatively because he was then serving a lengthy prison term and had been engaged in a robbery and an illegal drug transaction at the time of the shooting. However, at Dock’s insistence, he appeared as a defense witness. He appeared wearing civilian garb and with his hands handcuffed behind his back. During his direct examination, defense counsel established that he was then incarcerated, to explain the handcuffs.
