Friedman was part owner of an apartment building in West New York, New Jersey. Friedman met with Construction Code Official, Franco Zanardelli, who was cooperating with the FBI as a result of his arrest for bribes he had previously accepted. The parties agree that Friedman offered to pay $5,000 to Zanardelli, in lieu of seeking a variance from the zoning board. In return, Zanardelli would issue a C.O. approving an undocumented apartment.
