New Jersey’s False Claims Act can’t be used to sue over conduct that took place before its 2008 effective date, a state appeals court ruled Tuesday in a precedential decision.

The court, in State through Leslie Hayling v. Correctional Medical Services, A-5575-09, affirmed dismissal of a claim that the Department of Corrections was overbilled for dental services to inmates from April 1, 2005, to March 31, 2007.
