ORBCOMM, a cellular data collector in Fort Lee, on Dec. 28 announced it paid $10 million for Par Logistics Management Systems, a provider of cargo tracking services in New Hartford, N.Y. The sum is made up of $6 million cash and $4 million in stock and profit-related payment.
