In this consolidated appeal, New Jersey Retail Merchants Association, New Jersey Food Council and American Express Prepaid Card Management Corporation (SVC issuers) challenge the constitutionality of Chapter 25, which amended New Jersey’s unclaimed property statute, and provided for the custodial escheat of stored value cards (SVCs or gift cards) for the first time.
