In response to complaints of excessive noise, Long Branch police officers responded to a house rented by defendant Derek Kaltner and four other men, all Monmouth University students, which was the scene of a large party. Admitted to the house by a party-goer, the officers repeatedly shouted “Who lives here?” Receiving no answer, they fanned out through the house, reportedly to locate residents in order to clear out the party, abate the noise, and ensure that no one was in need of medical assistance.
