Sharpening the teeth of New Jersey’s “pay to play” law, a state appeals court on Tuesday approved a harsher interpretation of the statutory time bar on receiving public contracts after making sizable political contributions.

The Appellate Division said the state treasurer correctly found that the 18-month ineligibility period runs retrospectively from when a bid is accepted, not prospectively from the contribution date as the vendor had argued in the case, In re Appeal of Langan Engineering & Environmental Services, A-2145-11.
