Police officers, including State Police Det. Steve Brown, who was part of a special joint task force to apprehend fugitives, arrived at a multiunit apartment building to execute an arrest warrant just as defendant Don Shaw and Niam Gardner were exiting the building. Shaw was held by the officers because he refused to give his name. They did not know whether he was the subject of the arrest warrant; they did know that, like the fugitive, he was a black man. This is the only descriptive basis for the stop.
