A Jersey City mayoral candidate who beat charges that he accepted bribes can’t recoup his defense costs under a federal fee-shifting statute, an appeals court says.

Agreeing with a district judge, the U.S. Court of Appeals for the Third Circuit held that Louis Manzo failed to make the requisite showing under the Hyde Amendment to the Equal Access to Justice Act that his prosecution was "vexatious, frivolous or in bad faith."
