While patrolling a section of Burlington City known for violent crime and drug activity in the early morning hours, Police Officer Wayne Comegno saw defendant David Gibson leaning against the upraised porch of the Omega Community Center. A window looking out onto the porch contained a “no loitering” sign. As the patrol car approached, Gibson moved on. He walked a block before Comegno stopped him.
