A Supreme Court committee chaired by Chief Justice Stuart Rabner is proposing sweeping and “historic” changes to the state criminal justice system.
The Joint Committee on Criminal Justice recommends setting strict time frames for moving cases along to indictment and then to trial and redesigning the bail system so that it focuses on the risks posed by defendants instead of their resources.
