A New Jersey legislative panel on Monday recommended passage of a measure that would deny bail to pretrial detainees in hard cases and make release without bail more available in others.
The Senate Judiciary Committee, in a 9-1-2 vote, approved S-946, which calls for amending art. I, para. 11, of the state constitution to allow for denial of bail for crimes under the No Early Release Act; crimes for which the maximum sentence is life; crimes against minors; and cases where a judge believes the defendant will flee, obstruct justice or threaten, injure or intimidate a victim or witness.
