State officials responding to public records requests cannot excise information they deem irrelevant, a New Jersey appeals court held on Tuesday.

The judges, in a precedential ruling, found no legal basis for giving records custodians authority “to unilaterally determine what sections of an indisputably public document fall[] within the scope of a request.”
