The New Jersey Supreme Court is set to decide whether it needs to establish clear conflict-of-interest guidelines municipal officials will have to follow if, when dealing with development proposals, they also are members of organizations who may be affected by the plans.

The court heard arguments Dec. 3 in a case in which a developer is seeking to have approved plans for a senior-citizen assisted living facility in Montclair, N.J., declared invalid because the mayor and a councilman both are members of a church next door to where the facility is to be built.
