Forty-five years ago, on April 22, 1970, the first Earth Day, Gov. William T. Cahill approved a bill that established the Department of Environmental Protection (DEP). N.J.S.A. 13:1D-1 et seq. Not coincidentally, the measure was sponsored by then assemblyman and future governor Thomas H. Kean.
Initially, Earth Day was a significant event, but with the passage of time it has faded in importance. For a variety of reasons, the focus of public attention has shifted to other more immediate and pressing concerns.
