Pursuant to the alternative route program, which permits those who do not have an undergraduate degree in education to receive on-the-job training and become certified by the State Department of Education, plaintiff John Filgueiras began employment as a physical education teacher at a school operated by defendant Newark Public Schools (NPS), in September 2005. His employment was terminated in December 2006 “based on appropriate recommendations from administrative staff.”
