Former Bergen County Executive Kathleen Donovan exceeded her authority when she fired a majority of commissioners of the North Bergen County Utilities Authority and denied their $5,000-a-year stipends, the New Jersey Supreme Court ruled on Aug. 15.

A majority of the court, in a ruling written by Justice Jaynee LaVecchia, also ruled, however, that Donovan did have the authority to veto health benefits the commissioners had awarded themselves.
