The American Bar Association Standing Committee on the Federal Judiciary consists of members from each of the judicial circuits, appointed to the committee based on a reputation for professional stature and integrity. The committee has evaluated the professional qualifications of nominees for appointment to all federal courts, without consideration as to a nominee’s philosophy or ideology, since 1948. The committee’s recent evaluation of now-Justice Neil Gorsuch resulted in a “Well-Qualified” recommendation, which the present administration publicized through releases and press briefings.
The committee’s rating of judicial nominees—based solely on evaluation criteria of integrity, professional competence and judicial temperament—has been submitted to the Senate Judiciary Committee since the administration of President Harry S. Truman in 1948 and, initially at the request of President Dwight D. Eisenhower, has been provided without exception to the White House since 1952, through both Democratic and Republican administrations.
