Passaic and Hudson counties, defending a suit that seeks disclosure of the names of Muslim men detained in local jails since Sept. 11, will likely file a third-party complaint against the Immigration and Naturalization Service, in whose behalf they are holding them.

The counties claim that their contract with the INS prevents disclosing the names of at least 722 Muslim men arrested and detained on minor immigration violations since the Sept. 11 attacks but not charged with links to terrorism.
