The arbitrator's decision, that the municipal utilities authority is entitled to reimbursement from the Spill Fund for the cost of extending a water-supply system to an area of the township in which wells had been contaminated, is affirmed since the authority met its burden of showing that it was more likely than not that the spill occurred after the effective date of the Spill Act; although the ratepayers initially pay construction costs, the Act's regulations do not bar a municipal authority's claim.
