General Permit 32, N.J.A.C. 7:7A-5.23, which permits the limited expansion of cranberry growing operations in the Pinelands, does not violate the Federal Water Pollution Control Act Amendments of 1972, the State's Freshwater Wetlands Protection Act (FWPA), or the State's Surface Water Quality Standards (SWQS); its acreage restrictions and mitigation provisions meet federal standards, its mitigation provisions are consistent with the FWPA, and its adoption did not violate the SWQS' antidegradation policy.
