The county committed an unfair labor practice when it refused to disclose the home addresses of employees within the unions' negotiations units since there is no suggestion that either union would harass members or disseminate the addresses to third parties, that unit members actually object to the disclosure, or that confidentiality considerations would outweigh the unions' need for the addresses to meet their obligation to represent unit employees; PERC's orders to disclose the addresses are affirmed.
