Where the board, in denying the subdivision application, relied on the memories of residents and an ambiguous reference in its records that a condition of its approval in 1980 of the original subdivision was a restriction on any further subdivision, because the restriction was neither memorialized nor recorded it is unenforceable against plaintiff, who purchased the property without any reason to believe that a further subdivision was prohibited.
