The Fish and Game Council's ability to authorize a bear hunt is subject to the statutory condition precedent of its having adopted comprehensive policies, approved by the Commissioner of the DEP, governing the propagation of black bears, including broad preservation goals, the tools at the Council's disposal to accomplish those goals, and the factors that should be considered when determining which tools will be used; in the absence of such policies, it could not authorize a hunt in 2004.
