Defendants' construction on the western boundary of their beach property of an eight-foot-high sand berm topped with bushes and trees, which together measures approximately 14 to 18 feet high, erected to maintain their privacy, constitutes a fence as that word is commonly understood, and violates both the restrictive covenant and the local zoning ordinance; even if not a fence, it is, at least, a wall or hedge � neither of which are permitted in the beach zone.
