In this civil forfeiture action dealing with property seized from the claimant during a criminal investigation and his arrest for narcotics and currency violations, the government's motion for summary judgment and forfeiture of the contents of two shipping containers is granted where the doctrine of collateral estoppel bars him from relitigating the source of the funds used to purchase the property and, given the illegal source of the property, the statute of limitations for the action is equitably tolled.
