While a regulation will violate the equal terms provision of the Religious Land Use and Institutionalized Persons Act only if it treats religious assemblies or institutions less well than secular assemblies or institutions that are similarly situated, there is no need for the religious institution to show that there exists a secular comparator that performs the same functions.
