Guiding the Masters at the Supreme Court
With zero fanfare, the Supreme Court has issued new guidelines for one of the least-known parts of its caseload: the original jurisdiction cases in which the Court appoints special masters. Since these cases arrive without a factual record, special masters function as fact-finders, holding hearings and making recommendations.
