In a split decision, the Delaware Supreme Court has ruled that the state's automobile insurance statute requires insurers to provide personal injury protection coverage to an individual whom they insure if the individual is struck in the state by a car that is insured in the state. The court said their interpretation of the state's insurance statute "best furthers the legislative purpose and public policy goals" of the legislation.
