State legislatures are moving to cap damage awards in suits against nursing homes in an attempt to cut health care costs and tackle what they perceive as "runaway verdicts." In the past year, lawmakers in nearly a dozen states have introduced legislation to limit noneconomic damages in nursing home suits.
