The multibillion-dollar world of offshore investment funds is moving into cyberspace by offering securities on the Web. The SEC, however, has taken an interest in Internet offers by foreign issuers, including whether they fall within the SEC's regulatory jurisdiction -- and whether they violate securities laws.
